Tailte Éireann's statement on lobbying.

Regulation of Lobbying Act 2015

The Regulation of Lobbying Act 2015 is designed to provide information to the public about who is lobbying whom and about what.  Under this Act, all forms of relevant interactions between lobbying bodies and Designated Public Officials (DPOs) must be reported by the lobbyists. The Standards in Public Office Commission (SIPO) acts as a regulator for lobbying and has developed a Code of Conduct and established an online register of lobbying.  Both are available at www.lobbying.ie.

The SIPO Code sets standards of conduct for persons carrying on lobbying activities.  Any party carrying on such lobbying activities, including employers, third parties, representative or advocacy bodies and individuals alike, must have regard to the Code when communicating with public bodies and public officials.

Tailte Éireann adheres to the guidance from SIPO Tailte Éireann and the Transparency Code published by the Department of Public Expenditure and Reform. Tailte Éireann is also a member of Transparency International Ireland’s Integrity at Work Programme.

Tailte Éireann: DPOs

Designated Public Officials (DPOs) are those public servants who may be the subject of lobbying.  Section 6(4) of the Act requires each public body to publish a list of DPOs of the body.  The purpose of the list is two-fold:

  • To enable members of the public to identify those persons who are designated public officials; and
  • As a resource for lobbyists making returns to the Register and who may need to provide a designated public official’s details.

For Tailte Éireann, the following are possible DPOs, to be confirmed:
