Every title to property the subject of an application under Rule 14 or 17 shall be examined by or under the supervision of the Authority, who shall direct such searches, advertisements, notices and enquiries as it may deem necessary. It may in any case dispense with or modify the official examination of title, or it may accept what it considers to be a good holding title and take such indemnity as it may deem necessary. No evidence of title shall be called for that could not be required on a sale of the property under an open contract.
